Florida College Access Network (FCAN) is excited to announce the addition of two leaders to our Board of Advisors: Judith Fletcher and Dr. Christopher (Chris) M. Mullin.

Both bring deep experience in philanthropy, education, and public policy, along with a shared commitment to expanding opportunities for students and communities.

Judith Fletcher

Judith Fletcher serves as a Program Officer at The Frederick A. DeLuca Foundation, where she brings more than 14 years of nonprofit experience focused on community engagement, program development, and grants management. In her role, she leads the Foundation’s grantmaking strategies in the areas of Youth and Families and Scholarships, overseeing more than $31 million in annual investments.

Beyond financial support, Judith works closely with nonprofit and philanthropic leaders to build partnerships that strengthen and expand effective programs for families and students across Florida and Connecticut. Her work reflects a strong dedication to ensuring that young people and families have access to the resources and opportunities they need to thrive.

“The Frederick A. DeLuca Foundation is deeply committed to expanding college access and success for students, and that commitment aligns closely with the work FCAN is leading across Florida,” Fletcher said. “I’m honored to join the board and support efforts that help more students navigate pathways to and through postsecondary education.”

Judith holds a bachelor’s degree in public relations from the University of Florida and a Master of Arts in Journalism and Mass Communication from the University of Georgia.

Chris Mullin, Ph.D.

Christopher (Chris) Mullin, Ph.D., serves as Strategy Director of Data and Measurement for Lumina Foundation, an independent private foundation based in Indianapolis that is  committed to making opportunities for learning beyond high school available to all.

Chris brings extensive experience in higher education policy and leadership. Prior to joining Lumina Foundation, he served as director of Strong Start to Finish at the Education Commission of the States, executive vice chancellor of the Florida College System, and assistant vice chancellor for policy and research at the State University System of Florida’s Board of Governors. Earlier in his career, he was program director for policy analysis at the American Association of Community Colleges and a postdoctoral fellow at the Illinois Education Research Council.

“Lumina Foundation’s mission to expand opportunities for learning beyond high school strongly aligns with FCAN’s work and the vision behind Goal 2040,” Mullin said. “I’m excited to join the board and support efforts that help more Floridians earn high-quality credentials that lead to economic mobility and stronger communities.”

He holds a bachelor’s degree in art education and a doctorate in higher education administration from the University of Florida, as well as a master’s degree in education from Teachers College, Columbia University.

Looking Ahead

Judith and Chris each bring a wealth of expertise and perspective that will strengthen our board and help guide FCAN’s mission. Their leadership in philanthropy, education, and data-driven strategy will be invaluable as we continue working to expand opportunities for Florida students.
