The Florida College Access Network’s (FCAN) 2026 state policy priorities focuses on affordability, an issue that remains top of mind for current and prospective students.
Policy options for 2026 include expanding access to the Florida Student Assistance Grant, supporting emergency aid programs for students, and strengthening Dual Enrollment by improving financial and outcome reporting.
Efforts to advance Florida’s commitment to affordability connect to programs and resources that reduce students’ reliance on loans. In Florida, loans are generally used to cover college-related expenses beyond tuition and fees. Investments in need-based and emergency aid can reduce loan dependance and are a net gain for the student and the state—as completing a high-value credential beyond high school increases earning potential and adds to the state’s economy.
FCAN’s 2026 Policy Priorities align with Florida’s SAIL to 60 Goal which aims to increase the percentage of Floridians, ages 25-64, with a high-value postsecondary certificate, degree, or training experience to 60% by 2030. Currently, Florida is at 55.1%
